No. A suitable relay or switching circuit is required to control a pump safely.

Can I leave the sensor in soil permanently?

Basic resistive probes can corrode with prolonged exposure, especially when continuously powered. For permanent installations, a capacitive soil-moisture sensor is generally a better option.

Does it give an exact moisture percentage?

Not by itself. The output is relative and should be calibrated for your particular soil and application if you want meaningful moisture percentages.
